A small group of legislators is working behind-the-scenes to introduce a last-minute amendment that would threaten Behavioral HealthChoices (BHC), also known as the "carve-out." These legislators are also proposing a pilot program for a "carve-in" model in selected counties.
Challenges to the BHC model will disrupt the care of our most vulnerable citizens.
What is Behavioral HealthChoices?
Behavioral HealthChoices is the statewide program through which every county delivers mental health and drug and alcohol services to vulnerable Pennsylvanians enrolled in the Medical Assistance program, and their families.
